My father is from Colombia and they he does something very similar. Many Spanish cultures have a variation on this. 
In most cases it is to cleanse the home, or absorb one’s impurities. Negative energy will be absorbed and is emptied every day. In Cuban cuture it also has an additional context that it helps spirits communicate with us, water will assist in sending us their energy and help bridge our communication.
